Where the tags come from
Tags are set by the uploader in YouTube Studio and are not shown on the watch page. They are, however, part of the video's public metadata, which is how this tool reads them - straight from YouTube's API, not from page scraping, so the list is exact.
Use a competitor's tags to understand which searches they target, then write your own. Copying a list word for word rarely helps: their video already ranks for it, and tags are a weak signal next to the title and description.
